Do I deserve a taekwondo black belt?*experienced martial artists please answer this one*?

I'm a 16yr old boy, I have been learning taekwondo from the past 4yrs.....My master is the best in the world, he does not take fee, just 5$ a month as a token, he is there for me all the time.He hesitates a lot to give the next belt, after 4yrs I was green belt.......I have won many state level gold medals(as a yellow belt),recently I won the national level gold aswell....Things changed when I played at International level, black belt was a compulsion, the association gave me a black belt to represent the country(yes, from green to black directly), And yeah I won gold at Commonwealth as well.......My master is upset that I got a black belt, he told me that he has so much more to teach......I feel guilty of wearing the black belt.Do I deserve it?
